DeZURIK describes the difference of Positioner Operating Pressure versus Signal Pressure. 

Signal pressure needs to receive a signal letting it know what position to move the valve. Common signals are either pressure from 3-15psi or current from 4-20mA.

Operating pressure is supplied to the positioner through a different source than the signal pressure. This pressure is supplied at the full pressure needed to actuate our valve.

Gauges show both pressures on either side of the piston in the cylinder and keep the valve in position.
